Here's the big ten, by popular demand. It took me ~3hours to complete the list, because i have terrible memory when it comes to characters, and i bet there are lot of them that i just forgot. Therefore, the list may change with time.
Anyway, here we go (order does matter):

Imo, she has the best power there is - creating perfect illusions of whatever she may imagine. With that ability and a little bit of creativity you can achieve everything.

9. Kaylee from Firefly -> [link]
Everyone's favorite, always optimistic mechanic. I like the way she treats the ship - just like livin being.

8. Heather Lisinski from Jericho -> [link]
When the apocalypse came, she was one of the people, who didn't lose their minds. Also, she can repair her own car, and build a windmill.

7. Sharon Valerii from Battlestar Galactica -> [link])
One of the few reasons to watch the show (now flamewar started by galactica fans ensues). Also, she's a freaking robot!

6. Tank Girl from Tank Girl, obviously, -> [link]
I'ts a girl. And she has a tank. A tank!

5. Susan Sto Helit from Hogfather (movie and book) -> [link]
Death's Granddaughter. She can see things how they really are, not how they appear. Very practical mind. And she can go through walls.

4. Admiral Helena Cain from Battlestar Galactica -> [link]
Ruthless commander of her own battleship.

3. Alice from Resident Evil: Extinction (and two others) -> [link]
Wow. Just... wow.

2. Captain Francesca "Franky" Cook from Sky Captain and the World of Tomorrow -> [link]
She's the commander of her own flying, steampunky fleet, helluva pilot and she has an eyepatch. Can there be anything more badass?
